Convicted corporate criminal Howard engineers a prison break as he and a number of fellow inmates are being transferred to a new facility. The escapees storm a shopping mall and take a group of shoppers hostage (after killing many more of them) before making their demands. Only Rudy, a former mercenary and brother of one of the fugitives, can take out the criminals before more of the hostages die.

After one successful maneuver to avoid the Siberia, it rams Comstat 5 and the crew soon finds that the Siberia crew is dead and the reason that it has been missing for 25 years. But that reason is trying to destroy them all as it destroyed the Siberia crew.

Terrorists led by an android take over a nuclear plant and threaten to launch a missile at Washington. While the authorities desperately attempt to negotiate, the terrorists persue their real goal. A plant worker, her son and a tough-guy repair man have other ideas, and attempt to stop the terrorists from inside the plant.
