Isadore "Izzy" Klein (1897-1986) was an American author-screenwriter and animator. He began his career as an author and then an animator at Disney Studios in 1936. From 1942, he worked as an author-animator for the Terrytoons studio. He stopped working as an animator in favor of scriptwriting. Despite the title, the vehicles here are airplanes, not balloons. Bluto and Popeye are racing around the world; Bluto's got a sort of rocket plane, and Popeye's got a sad old prop model that has to be hand-started. He gets off to a bad start, as Bluto spins the prop, getting Popeye tangled up in it. This knocks him out; Olive puts him into his plane and gives him a push, and Popeye wakes up in the nick of time. Bluto stops off at the Eiffel Tower to woo a maiden; Popeye, with help from a lightning bolt, passes him. Bluto catches up again, and removes Popeye's engine. The plane crashes into the ocean, but fortunately, there's a case of spinach and a giant magnet nearby, so Popeye rebuilds the plane, using spinach cans to replace the missing pistons, and wins the race, as his spinach exhaust fries Bluto's plane.

Popeye finally finishes up and notices Olive is gone; he chases after her, but his camel suffers a blowout. Meanwhile, the sheik has been wooing Olive. Popeye arrives, and after briefly sharing the hookah with the sheik, tries to leave with Olive. The sheik will have none of it; he wraps Popeye like a mummy and fires him with a cannon into the sphinx. Fortuitously, there's a can of spinach inside, and Popeye saves the day.

The first Olympics, starring Hercules (looking, but not quite sounding, like a really pumped-up Bluto), who challenges anyone to do the same feats as him. Popeye takes that challenge, of course. First, they battle animals, with Bluto pulling the skins off two wild elephants and Popeye turning three lions into a nesting set. The discus throw doesn't go well, with Herc's disc swooping Popeye into Herc's hand. The javelin is even worse for Popeye, with Herc throwing him all the way to the moon. This gives him a chance to go after Olive in typical Bluto fashion; her cries of help reach Popeye, who prays to the Greek goddess Spinachia, who delivers a can of spinach to him.

But, alas, the town miser spots him and succeeds in capturing him. Patrick leads the miser to the spot of the gold, a tree stump, and promises, as the legend says, not to remove it while the old miser rushes home for a shovel. But, when he returns he now finds hundreds of tree stumps, and is foiled. Young Patrick is welcomed back home with a birthday cake...with 121 candles.

Bluto escapes with the rope trick and a flying carpet, but Popeye uses his pipe like a rocket to get aloft. Another battle, with Popeye using Bluto's own magic to turn Bluto into a canary. Popeye and Olive fly the carpet home, past the Statue of Liberty.

To clean them up, Gandy removes their fleas with a vacuum cleaner labeled "Flea Internment Camp". While the rest go through exercises and drilling, the puppy isn't big enough, so he's washed out. Moping around the beach, he sees a German submarine land and three fat pig Nazis emerge, one looking like Hitler. The pup alerts Sourpuss and the dogs, and a shootout ensues, the Nazis holed up in a shack. They toss out a bomb, but our hero tosses it back, blowing up the structure, and leaving the pigs as three hams with a swastika imprints. The pooch is truly patriotic, and gets a flag-waving medal ceremony.

A group of moths invades a costume shop through a badly plugged hole in a window and makes quick work of the contents. A male moth ignores his lady to chow down on a hat and she's soon seduced by a candle flame, which rapidly spreads. He notices her trapped in a spider web with the fire attacking and makes some attempts to save her, but pours benzene on the fire by mistake. The rest of the moths are summoned, and they fight the fire with water-filled bagpipes, an air drop with a water-filled funnel, etc., while our hero works to free his lady from the spider web.
