Victor Burgin (born 1941) is a British artist and writer. Burgin first came to attention as a conceptual artist in the late 1960s and at that time was most noted for being a political photographer of the left, who would fuse photographs and words in the same picture. He has worked with photography and film, calling painting "the anachronistic daubing of woven fabrics with coloured mud". His work is influenced by a variety of theorists and philosophers, most especially thinkers such as Sigmund Freud, Henri Lefebvre, André Breton, Maurice Merleau-Ponty, Michel Foucault and Roland Barthes.

While exploring a Mediterranean island, Burgin came across the rusting remains of a car abandoned in a stand of pines. Based on the photographs and notes he made, he reconstructed the scene in 3D computer space, elaborating upon it through written and visual representations of the associations it prompted. Here, personal memories mingle with a tale from the life of Goethe, an image from a film by Antonioni and the plot of a Handel opera.

In 1857 the Neapolitan astronomer Ernesto Capocci di Belmonte (1798–1864) published the novella Report of the first Voyage to the Moon made by a woman in the year of grace 2057. The tale takes the form of a letter from the Moon written by Capocci’s protagonist Urania to her friend Ernestina on Earth — a conceit allowing the writer to give free rein to his more fanciful scientific speculations under the cover of fiction. In Dear Urania Burgin imagines Ernestina’s reply.

Burgin brings together a 360° video panorama of a square in Venice, animated from still photographs of the place, together with other photographs he shot in Venice and Milan. In common with most of his other moving image works, the story is told in fragmentary form through dissolves between intertitles. It was first shown simultaneously in public art spaces in Milan and Venice.
